Requires the Department of Transportation to ensure bikeways and pedestrian ways are established in all new highway construction and reconstruction projects funded by state or federal funds, changing current law from "give due consideration" to a mandate

Removes the current requirement that municipalities must authorize bikeways or pedestrian ways before DOT can establish them in state-funded projects

Permits exceptions when bikeway/pedestrian costs exceed 20% of total project cost, with approval required from the Secretary of Transportation or a knowledgeable designee

Allows exceptions for highways where bicyclists/pedestrians are prohibited, constrained environments with excessive negative impacts, sparse population or low traffic areas, or communities refusing maintenance agreements

Directs DOT to promulgate rules identifying specific exceptions to the complete streets requirement based on the enumerated criteria
