Replaces the existing school mental health grant program with a new categorical aid program, requiring DPI to annually reimburse school districts and independent charter schools for mental health service expenditures beginning in the 2025-26 school year

Reimbursement capped at the greater of $100,000 or $100 per pupil enrolled in the previous school year, with prorated payments if appropriations are insufficient

Eligible expenses include evidence-based mental health strategies, stigma reduction programs, contracts with community mental health providers, telehealth services and equipment, translator services, and substance abuse prevention projects

Excludes direct treatment payments, insurance deductibles, non-mental health training and staff salaries, and indirect overhead costs from reimbursement

Appropriates $83,888,000 in each of fiscal years 2025-26 and 2026-27 to fund the program
