Expands Class I felony protections for property damage and graffiti from state-owned historical property to all publicly owned land and property maintained by the state, county, or municipality

Covers structures, plaques, statues, paintings, and other monuments of commemorative or historical significance on public property

Amends Wisconsin statutes 943.01 (criminal damage to property) and 943.017 (graffiti) to include the expanded protections

Class I felony carries a maximum penalty of 3.5 years imprisonment and/or $10,000 fine under Wisconsin law
