Requires certain public buildings (entertainment venues, shopping centers 40,000+ sq ft, museums, schools, government buildings, hospitals, transit stations) to include at least one single-occupant restroom with a universal changing station—a powered, height-adjustable adult changing table with safety rail for individuals with disabilities and their caregivers

High-capacity buildings (serving 3,000+ persons daily) with construction beginning on or after July 1, 2026 must include the station; existing high-capacity buildings must add one when applying for building permits for renovation projects costing $15,000 or more

Universal changing stations must measure at least 8x10 feet, include a changing table that adjusts from 8 to 34 inches in height, be at least 31x72 inches, support 350+ pounds, and comply with ADA accessibility standards

Creates a refundable tax credit for small businesses (gross receipts up to $1,000,000 or no more than 30 full-time employees) equal to 50% of installation costs, capped at $5,125, effective for tax years beginning after December 31, 2024

Requires accessible signage at restroom entrances and in building central directories indicating universal changing station locations
