Creates a legal framework for direct primary care agreements, which are subscription-based contracts between health care providers and patients (or their employers) for primary care services at a set fee

Requires valid agreements to be in writing, signed by both parties, specify services and fees, and prominently disclose that the agreement is not health insurance and may not satisfy federal coverage requirements

Prohibits providers from declining or terminating agreements solely based on a patient's health status, but allows termination for nonpayment, patient fraud, abusive behavior, or failure to follow treatment plans

Exempts valid direct primary care agreements from regulation as insurance under Wisconsin insurance law

Preserves regulatory authority of the Department of Safety and Professional Services, Department of Agriculture, Trade and Consumer Protection, and the Office of the Commissioner of Insurance over contracts that do not meet the valid agreement criteria
