Prohibits cities, villages, towns, and counties in Wisconsin from enacting "rights of nature" ordinances

Defines "rights of nature ordinance" as any local law that would confer legal rights to natural resources to exist, be protected against pollution, or maintain a healthy ecosystem

Creates new section 66.0132 of Wisconsin statutes establishing this statewide preemption of local authority

Takes effect the day after publication, per standard Wisconsin statutory procedures
