Provides a one-time $42,000,000 grant to Domtar Paper Company, LLC for modernization of a dam on the Wisconsin River at the company's mill in the village of Rothschild, without requiring documentation of expenses prior to payment

Requires Domtar to commence the dam project by December 31, 2026, or repay the full grant amount to the state

Obligates Domtar to invest $100,000,000 in its manufacturing facilities in Rothschild and Nekoosa within 3 years of the act's effective date, with full repayment required if the investment commitment is not met

Mandates that Domtar use only Wisconsin-sourced roundwood and wood chips at its Rothschild facility for the duration of the dam project, unless extenuating circumstances apply

Requires repayment of unexpended funds if Domtar sells either its Rothschild or Nekoosa mill before project completion, and caps total financial assistance from all sources at two-thirds of project costs
