Redefines "resident" as a person who rents a site and owns the mobile/manufactured home on it, regardless of whether they live there, and "occupant" as someone who lives in the home with the owner's and operator's consent

Requires community owners/operators to provide at least 90 days' written notice to all known residents and occupants before permanently retiring a community or site from the rental housing market

Allows operators to hold residents or occupants on a month-to-month lease if they fail to sign and return a lease or lease renewal

Adds new grounds for tenancy termination: failing to submit a signed lease to the operator, failing to meet nondiscriminatory application criteria, and violating community rules prohibiting ownership of more than one home in the community

Excludes from these protections persons who rent a mobile/manufactured home from a resident or operator when the home's owner does not also live there; such renters fall under standard landlord-tenant law (Chapter 704)
