Creates a "special motion to strike" procedure allowing defendants to seek early dismissal of lawsuits (SLAPPs) that arise from their exercise of free speech or petition rights on public issues, unless the plaintiff demonstrates a probability of prevailing on the claim

Protected speech includes statements made before legislative, executive, or judicial proceedings; statements on issues under government review; and statements in public forums on matters of public interest

Prevailing defendants recover attorney fees and costs; plaintiffs who defeat frivolous motions also recover fees and costs

Motion must be filed within 60 days of complaint service, with hearing scheduled within 30 days; all discovery is automatically stayed until the motion is decided

Does not apply to enforcement actions brought by the attorney general, district attorneys, or city attorneys acting as public prosecutors
