Amends Wisconsin's fair employment law by removing the word "criminal" from provisions regarding pending charges, broadening the scope of arrest record protections

Allows employers to refuse to hire or suspend individuals with pending charges only when the charge circumstances substantially relate to the specific job or licensed activity

Prohibits licensing agencies from denying or suspending licenses solely based on a pending charge unless it substantially relates to the licensed activity and meets additional statutory criteria

Modifies sections 111.335(2)(b) and 111.335(4)(a) of Wisconsin statutes governing employment discrimination based on arrest records
