Expands eligibility criteria for the Agricultural Roads Improvement Program (ARIP) grants administered by the Department of Transportation

Adds a third option for demonstrating highway insufficiency: an engineering analysis by a registered professional engineer showing the highway cannot accommodate heavy agricultural traffic

Current law only allows insufficiency to be demonstrated through class "B" highway designation due to structural deficiencies or a posted weight limitation for at least one month in the previous year

Amends Wisconsin statute 86.31 (3o) (b) 4. to include the new engineering analysis pathway
