Modernizes Wisconsin register of deeds statutes by updating terminology from "instrument" to "document," clarifying recording requirements, and requiring documents affecting real property to include specific legal descriptions using approved methods (plats, certified survey maps, metes and bounds, etc.)

Creates new Class I felony for knowingly providing false or forged documents relating to conveyances to a register of deeds for recording, with multiple violations prosecutable as a single crime if pursuant to a single intent

Establishes new document format requirements including minimum 10-point font size, legible party names, quality image standards, and prohibits recording of documents with correction fluid/tape or unmarked scrivener's errors

Requires counties retaining certain real estate transfer fee funds to establish free real property recording notification systems that alert property owners when new documents are recorded against their property

Increases transportation project plat recording fee from $25 to $30 and allows plats to consist of up to four sheets (one detail sheet plus accompanying sheets) instead of the previous single sheet or detail-and-title sheet format
