School boards are prohibited from adopting resolutions to initiate operating or capital referendums unless the Department of Public Instruction certifies the district is in compliance with all financial reporting requirements

DPI certification must confirm compliance as of a date no earlier than 14 days before the school board or electors vote to adopt the resolution

Applicable financial reporting requirements include those under ss. 119.44(1), 120.08, 120.14, and 121.05

Any resolution adopted without the required DPI certification, along with any resulting referendum, is automatically void

Applies to both operating referendums (to exceed revenue limits) and capital referendums (for bond issues to service general obligation debt)
