Wisconsin Economic Development Corporation (WEDC) may designate one aviation biofuel manufacturing zone and certify businesses for income and franchise tax credits of up to 10% of capital expenditures, with total credits capped at $60,000,000

State authorized to contract $150,000,000 in public debt to award a grant in fiscal year 2025-26 for an aviation biofuel project, funded through the conservation fund's forestry account

Biofuel must be created from wood-derived organic matter with at least 80% sourced from Wisconsin over a 5-year period, and the majority of biofuel produced must be aviation biofuel

Grant recipients must invest at least $1,500,000,000 in aviation biofuel manufacturing activities within 5 years and use grant-funded facilities for aviation biofuel manufacturing until bond maturity, or repay the full grant amount

Certified businesses must submit quarterly reports to WEDC and the legislature on workforce impact, including recruitment efforts for Wisconsin residents and collaboration with state apprenticeship programs
