Amends Wisconsin statute 907.02(1) to modify the standard for admitting expert witness testimony in court proceedings

Requires the proponent of expert testimony to demonstrate to the court that it is "more likely than not" that the testimony meets reliability standards

Expert testimony must be based on sufficient facts or data, be the product of reliable principles and methods, and reflect a reliable application of those methods to the case facts

Changes language from "witness has applied the principles and methods reliably" to "witness's opinion reflects a reliable application of the principles and methods"

Applies only to actions or special proceedings commenced on or after the effective date of the act
