Requires a 5-member technical review committee with highway design/construction experience to evaluate proposals, with meetings conducted in closed session and records kept confidential until contractor selection

Mandates stipulated fees of at least 0.3% of estimated project costs to unsuccessful responsive bidders on design-build projects, payable within 90 days of contract execution or cancellation
