Repeals restrictions established by 2017 Wisconsin Act 3 that prohibited state and local governments from requiring bidders on public contracts to enter into agreements with labor organizations

Removes the ban on considering whether a bidder has or has not entered into a labor organization agreement when awarding state procurement or public works contracts

Eliminates the prohibition on requiring bidders or their employees to become or remain members of a labor organization or pay union dues/fees as a condition of contract awards

Allows state and local governments to optionally include project labor agreement requirements in bid specifications for public construction, repair, remodeling, or improvement projects
