Requires municipal or county vehicle registration fees (wheel taxes) to be approved by majority vote in a referendum at a regularly scheduled election before they can be imposed

Applies to annual flat registration fees on automobiles and motor trucks with gross weight of 8,000 pounds or less that are customarily kept in the municipality or county

Approved new wheel taxes may take effect on the first day of the 4th month after the referendum passes

Existing wheel taxes imposed before the law's effective date must be approved by voters in a referendum held within 18 months or be discontinued

Wheel taxes that fail to gain voter approval must end by the last day of the 3rd month following the failed referendum
