Removes statutory waiver requirements for unemployment insurance work registration and work search from Wisconsin law, transferring authority to the Department of Workforce Development (DWD) to establish waivers by administrative rule

Allows DWD to promulgate emergency rules for waivers without demonstrating public emergency if the secretary determines the waiver is needed temporarily or permanent rules are unwarranted; emergency rules remain in effect for 150 days

Permits the secretary of workforce development to extend emergency rules for up to 60 days at a time, with unlimited extensions allowed

Exempts laid-off claimants from work search requirements if DWD determines there is reasonable expectation of recall, based on employer layoff history, anticipated reemployment date, and collective bargaining recall rights

Takes effect the first Sunday after publication and applies to initial unemployment claims filed on or after that date
