Cities, towns, and counties must offer subdividers an informal pre-submission meeting to obtain non-binding conceptual review and feedback on whether proposed subdivisions meet local requirements

Subdividers may submit preliminary infrastructure plans (sewer, water, roads, stormwater, etc.) with preliminary plats; approving authorities cannot reject plats solely because plans are preliminary but may impose conditions requiring final plans

Local governments may condition plat approval on subdividers agreeing to install public improvements and providing financial security (capped at 120% of estimated costs), but cannot require improvements be installed or accepted before plat approval or recording

Municipal clerks must certify that approved final plats are eligible for recording within 10 days of a subdivider's request

Takes effect on the first day of the 7th month after publication and applies to plats submitted on or after the effective date
