Replaces the current music therapist registration with a full license requirement, mandating board certification from the Certification Board for Music Therapists and a bachelor's degree or higher in music therapy from an accredited program

Creates a new Music Therapy Examining Board consisting of 3 members (2 licensed music therapists and 1 public member) with staggered 4-year terms to oversee licensure

Defines music therapy as the clinical, evidence-based use of music interventions within a therapeutic relationship, including conducting assessments, developing treatment plans, and collaborating with other health care providers

Prohibits music therapists from diagnosing physical, mental, or communication disorders, replacing services of audiologists or speech-language pathologists, or practicing psychotherapy without separate authorization

Increases criminal penalties for violations from a $200 fine or up to 6 months imprisonment to a $10,000 fine or up to 9 months imprisonment
