Repeals Wisconsin statute 947.21, removing additional restrictions on government labor regulation

Would allow state and local governments to enact statutes, ordinances, policies, regulations, contracts, zoning requirements, permitting requirements, and licensing conditions related to collective bargaining matters

Enables government entities to impose requirements on persons regarding subjects covered under state labor laws and the federal National Labor Relations Act
