Creates a veterinary loan repayment grant program administered by the Higher Educational Aids Board providing up to $25,000 per year, with a maximum total award of $100,000, to veterinarians working full-time in rural Wisconsin counties

Eligible applicants must have at least $25,000 in outstanding veterinary school debt and either be in their final year of veterinary school or have graduated within the past 7 years

Recipients must provide at least 50% of their veterinary care to farm animals (warm-blooded animals raised for food or fiber) to receive annual grant payments

Grant amounts received are exempt from Wisconsin state income tax for taxable years beginning after December 31, 2024

Program first applies to individuals graduating from veterinary school in 2025
