Authorizes use of photographic or video systems on school buses to document vehicles that illegally pass stopped school buses displaying flashing red warning lights

Allows school bus owners, operators, or third-party vendors monitoring camera systems to prepare violation reports and deliver them to traffic officers along with photo/video evidence

Permits municipalities to authorize third-party vendors to prepare traffic citations for officer review and issuance

Increases maximum forfeiture for vehicle owner liability from $300 to $500 for failure-to-stop violations (minimum remains $30)

Allows school boards to contract with third parties to install and monitor camera systems on school buses for recording violations
