Allows individuals with a DPI-issued substitute teacher permit to serve as substitute teachers at private schools participating in the Milwaukee, Racine, or statewide parental choice programs

Creates an exception to current law requiring all teachers at choice program private schools to hold either a DPI teaching license or a bachelor's degree or higher from an accredited institution

Substitute teacher permits (three-year short-term permits) require either an associate degree plus substitute teacher training, or enrollment as a junior in a teacher preparatory program with at least 15 hours of classroom observation

Permit holders may teach as short-term substitutes in any subject at any grade level
