Authorizes the Wisconsin Department of Transportation to use "construction manager at risk" contracts for qualified airport improvement projects, where the construction manager guarantees completion within a maximum price

Defines "qualified project" as construction or improvement of a structure, including necessary paving or sitework

Allows construction managers to be selected based on factors other than price alone

Applies to contracts entered by the Secretary of Transportation acting as agent for the state, municipalities, or public-use airport owners

Permits use of this contracting method for federally-funded projects to the extent authorized by federal authorities
