Repeals restrictions imposed by 2023 Wisconsin Act 12 that limited when counties and municipalities could conduct advisory referenda

Counties would again be permitted to conduct countywide advisory referenda for any purpose, not just for revenue sharing agreements or property tax-funded capital expenditures

Municipalities would again be permitted to conduct advisory referenda for any purpose, not just for tax incremental financing, telecommunications utilities, or property tax-funded capital expenditures

Restores local government authority to seek non-binding voter input on any issue through advisory ballot questions
