Establishes a licensing system through DATCP for cannabis growers ($10,000 annual fee), processors ($10,000 annual fee), and testing laboratories ($5,000 annual fee), requiring 80% Wisconsin residency for principal officers and no criminal convictions within the past 10 years

Allows registered patients with qualifying conditions (cancer, epilepsy, PTSD, chronic pain, glaucoma, Parkinson's, MS, and others) to possess medical cannabis products in non-smokable forms after obtaining written confirmation from a prescriber valid for 2 years, with a $20 annual registry fee

Permits up to 3 designated caregivers per patient (must be 21+, residents, with no recent criminal convictions) to purchase and possess medical cannabis products on behalf of patients, with dispensaries required to employ pharmacists for consultations and limited to 30-day initial supplies then 90-day supplies

Explicitly protects employers' rights to maintain drug-free workplace policies and discipline employees for cannabis use regardless of medical status, while adding housing discrimination protections for lawful medical cannabis use and creating a sales tax exemption for medical cannabis products sold to registered cardholders
