Repeals the state prohibition that currently prevents cities, counties, towns, and villages from enacting and administering ordinances requiring employers to provide family or medical leave to employees

Removes family and medical leave from the list of employment benefits that local governments are banned from mandating under Wisconsin's preemption law (s. 103.12)

Preserves existing state family and medical leave law requirements, which apply to employers with at least 50 permanent employees, including state government entities

Relocates the statutory definition of "sexual abuse" from the family leave preemption section to s. 165.68 to maintain that definition for other legal purposes
