Adds 4 new circuit court branches: Brown County gains branches 9 (August 1, 2027) and 10 (August 1, 2028), Menominee/Shawano Counties gain branch 3 (August 1, 2027), and Kenosha County gains branch 9 (August 1, 2028)

Authorizes 64.5 new assistant district attorney positions across Wisconsin counties: 30.5 positions beginning July 1, 2027 and 34 positions beginning July 1, 2028

Authorizes 22 new assistant state public defender positions: 13 positions beginning July 1, 2027 and 9 positions beginning July 1, 2028, distributed across regional offices

Authorizes 41 new state public defender support staff positions: 23 positions beginning July 1, 2027 and 18 positions beginning July 1, 2028

Requires the director of state courts, public defender board, and district attorneys to submit a workload analysis and personnel needs report to the legislature by December 31, 2032
