Amends the definition of "abortion" across multiple Wisconsin statutes to exclude medical procedures designed to prevent a pregnant woman's death when not intended to kill the unborn child, including early inductions, cesarean sections for medical emergencies, and removal of dead embryos/fetuses

Explicitly excludes treatment of ectopic pregnancies (embryo implants outside uterus), anembryonic pregnancies (empty gestational sac), and molar pregnancies (abnormal pregnancies that cannot develop normally) from the legal definition of abortion

Requires physicians to make "reasonable medical efforts under the circumstances" to preserve both the woman's life and the unborn child's life according to reasonable medical judgment and gestational age when performing these excluded procedures

Applies the amended definition to multiple existing abortion-related laws, including informed consent requirements, abortion funding prohibitions, parental consent rules for minors, induced abortion reporting requirements, and the post-viability abortion ban

Changes the statutory definition of "unborn child" from "time of conception" to "time of fertilization" and clarifies it extends "until birth" rather than "until born alive"
