Creates new annual utility aid payments to municipalities and counties hosting energy storage facilities with at least 1 megawatt capacity, calculated at $1,000 per megawatt of name-plate capacity

Cities and villages receive two-thirds of the payment while their county receives one-third; towns receive one-third while their county receives two-thirds

Establishes utility aid payments for liquefied natural gas storage facilities based on net book value, with cities/villages receiving 6 mills and counties 3 mills (reversed for towns)

Defines "energy storage facility" to include batteries, hydroelectric pumped storage, compressed air storage, flywheels, thermal storage, hydrogen storage, and similar grid-connected technologies owned by regulated utilities or electric cooperatives

Provisions first apply to distributions made after January 1, 2027
