Department of Military Affairs must create a disaster assistance grant program for individuals and businesses affected by governor-declared emergencies on or after January 1, 2025

Individuals may receive up to $25,000 per household for personal property repair/replacement, HUD-approved contractor home repairs, and temporary housing assistance

Businesses may receive up to $50,000 for property repair/replacement, facility repairs, payroll assistance, working capital, and operating expenses

Applicants must apply within 90 days of the emergency declaration, provide expense receipts, and sign an affidavit agreeing to return any funds duplicated by insurance or other non-federal loan assistance

Grants are not available when a federal major disaster declaration provides similar aid; DMA must process applications and award grants within 14 days and may request supplemental funding from the Joint Committee on Finance
