Amends Wisconsin statute 281.61 (2r) (e) governing the use of federal safe drinking water capitalization grants under 42 USC 300j-12

Creates an exception allowing federal capitalization grant funds to provide principal forgiveness for loans specifically designated for lead service line replacement

Maintains the existing prohibition on using federal capitalization grants for principal forgiveness to private owners of community water systems for other purposes

Enacted July 1, 2025 and effective July 3, 2025 (day after publication)
