Removes the ability of private schools participating in the Special Needs Scholarship Program (SNSP) to modify a child's individualized education program (IEP) or services plan by agreement with parents

Eliminates the provision allowing private schools and parents to agree on additional related services not included in the original IEP or services plan

Requires private schools in the SNSP to implement the child's most recent IEP or services plan as written, without modification

Takes effect beginning with the 2026-27 school year
