Amends Wisconsin statute 563.03(1m) to clarify the definition of "bingo" and what activities are excluded from regulation

Games using free cards and donated prizes where participants pay nothing remain excluded from the legal definition of bingo

Adds new language specifying that such free games are excluded even if the host or sponsor pays for prizes, supplies, equipment, or logistical support

Removes ambiguity about whether a game organizer's behind-the-scenes costs would trigger bingo regulations when players participate for free
