Restores shared governance provisions at UW System institutions to their pre-2015 form, reversing changes made by 2015 Wisconsin Act 55

Grants faculty direct responsibility for "immediate governance" of their institutions and active participation in policy development, rather than just an advisory role to chancellors

Elevates academic staff from advisory capacity to "active participants" in immediate governance and policy development for their institutions

Makes students "active participants" in immediate governance rather than limiting them to advising chancellors on student life policies

Removes the requirement that STEM faculty be "adequately represented" in faculty organizational structures
