Creates a 14-member Council on Dual Enrollment within the Department of Workforce Development with representatives from UW System, technical colleges, private colleges, tribal colleges, school boards, and legislative appointees serving 3-year terms

Requires DWD to establish a website portal and printed brochure providing information about dual enrollment programs, application processes, and available courses to high school students and families

Expands the Start College Now Program to allow 9th and 10th grade students (previously only 11th and 12th grade) to take technical college courses, and adds summer session enrollment options

Changes enrollment notification deadlines from March 1 to May 1 for fall semester, October 1 to November 1 for spring semester, and establishes April 1 deadline for summer sessions

Requires the Board of Regents and Wisconsin Association of Independent Colleges and Universities to establish an agreement for at least 36 transferable core general education credits between UW institutions and participating private colleges beginning in the 2027-28 academic year
