Elections Commission must adjudicate Help America Vote Act complaints against itself on the merits rather than dismissing them simply because the Commission is the subject; complainants may seek judicial review of dismissed complaints, and all dismissed complaint results must be published on the Commission's website

Requires daily data matching between the voter registration list and records from the Department of Transportation, Office of Vital Records (death records), and Department of Corrections (felony convictions), with data-sharing agreements updated at least every two years

Ineligible voters must be removed from the registration list rather than changed to "ineligible status," with the Elections Commission maintaining permanent records of all removals including dates and reasons

Legislative Audit Bureau must conduct biennial audits (starting in the year of enactment) to identify non-U.S. citizens on the voter rolls, using the federal SAVE database for verification; identified registrants have 30 days to provide proof of citizenship or be removed

Fee for obtaining an electronic copy of the voter registration list is capped at $1,000 or less, with additional fees allowed only to cover physical reproduction and postage costs
