Eliminates the general prohibition against carrying a concealed weapon without a license, allowing any person to carry concealed without a permit (constitutional carry)

Maintains the optional concealed carry license system through the Department of Justice for reciprocity with other states and compliance with federal gun-free school zone laws

Reduces the minimum hunting distance from hospitals, sanatoriums, and schools from 1,700 feet to 1,200 feet

Removes the prohibition on loading firearms (other than handguns) in vehicles and eliminates several firearm transport restrictions

Establishes that carrying firearms in certain locations (police stations, courthouses, secure mental health facilities, places declared nuisances, federally prohibited areas) remains prohibited, with violations classified as a Class A misdemeanor regardless of license status
