Creates a state matching grant program through the Wisconsin Department of Veterans Affairs to supplement federal per diem payments for organizations serving homeless veterans

Provides $25 per day per veteran housed, in addition to the federal per diem of up to $82.73 per day

Limits eligibility to organizations that have already been awarded federal per diem payments under 38 USC 2012 for the upcoming fiscal year

Requires the department to process applications on a first-come, first-served basis and pay grants quarterly based on actual veterans housed in the previous quarter

Allows grants for up to 365 days per year per veteran that an eligible entity is capable of housing
