Excludes expenditures from a school district's "shared cost" calculation for equalization aid when funded by operating referenda exceeding revenue limits by more than $50,000,000 or capital referenda to borrow more than $50,000,000

Applies only to referenda held after the bill's effective date, not retroactively to existing referendum-approved spending

Exempts "negative tertiary" school districts from the exclusion, meaning districts with equalized property values exceeding the tertiary guaranteed valuation per member can still count these expenditures in their shared costs

Reduces state equalization aid for school districts that pass large referenda by lowering their shared cost figure used in the aid formula
