Adds homeless shelters to the list of protected locations where enhanced penalties apply for controlled substance offenses under Wisconsin statute 961.49

Covers violations occurring inside a homeless shelter or within 1,000 feet of the premises

Requires the offender either knew or should have known they were near a homeless shelter, or the shelter must be readily recognizable as such

Increases the maximum prison term by 5 years for manufacturing, delivering, or distributing methamphetamine (or its analogs) when committed near a homeless shelter
