Department of Administration must withhold 10-50% of eligible homelessness grant funds for at least 9 months, releasing payment only if recipients demonstrate improved outcomes: increased housing retention beyond 9 months, increased employment/income, or reduced returns to homelessness compared to a base year

Performance requirements apply starting with the second eligible grant awarded to a recipient after the effective date, covering grants under existing homelessness programs (ss. 16.306, 16.307, 16.308, and 16.3085)

Withheld funds from recipients who fail to meet performance objectives may be reallocated to other grant recipients that do achieve the performance standards

Priority given to shelter facilities and certain grant recipients that demonstrate commitments to improving outcomes on the specified performance objectives

Grant recipients must submit detailed reports 9-12 months after award, including extensive demographic data on program participants (name, SSN, date of birth, race/ethnicity, veteran status, disability status, income sources, housing history, domestic violence history, and health conditions)
