Removes the Department of Agriculture, Trade and Consumer Protection's authority to set fees by rule for animal market licenses, animal dealer licenses, animal trucker licenses, and animal transport vehicle registrations

Establishes statutory license fees: Class A animal market license at $420, Class B animal market license at $220, Class E animal market license at $280, animal dealer license at $220, and animal trucker license at $60

Sets animal transport vehicle registration fee at $20 annually and reinspection fee at $150 for violations found by DATCP

Creates three distinct animal market license classes: Class A (unlimited livestock/wild animal sales and auctions), Class B (unlimited livestock sales but maximum 4 auction days, no wild animals), and Class E (equine sales only, no auctions)

Prohibits DATCP from promulgating rules to increase these fees or create new fees related to animal markets, dealers, or truckers
