Prohibits sale, purchase, and possession of intoxicating hemp products by individuals under age 21, with penalties ranging from $500 civil forfeiture for first offense to $10,000 fine and 9 months imprisonment for 3+ violations within 30 months

Defines "intoxicating hemp product" as hemp containing more than 0.3% intoxicating cannabinoids by dry weight, beverages with 1.0mg+ per 12 fluid ounces, or edibles with 1.0mg+ per serving/package

Lists intoxicating cannabinoids as delta-8-THC, delta-9-THC, delta-10-THC, tetrahydrocannabinolic acid, hexahydrocannabinol, tetrahydrocannabiphorol, THC-O-acetate, and any other cannabinoid producing intoxication

Requires intoxicating hemp products to be tested by independent accredited laboratories and sold in child-resistant, tamper-evident, opaque packaging with QR codes linking to certificates of analysis

Authorizes DATCP and law enforcement to seize intoxicating hemp products sold to or possessed by individuals under 21, and allows DATCP to conduct unannounced compliance inspections
