Wisconsin state agencies, including the legislature and courts, would be prohibited from contracting with business entities domiciled, headquartered, or with principal operations in foreign countries of concern (China, Cuba, Iran, North Korea, Russia, and Venezuela under Maduro)

Entities controlled or majority-owned by the Chinese government, Chinese Communist Party, or Chinese military are specifically prohibited, along with their subsidiaries and resellers of their products

Contractors must provide written certification that they are not a prohibited entity and have made every effort to ensure goods/services do not originate from prohibited entities

Violations result in forfeitures of at least $250,000 (or twice the contract value, or total losses caused—whichever is greater) and a 5-year ban from state contracting

Exemptions may be granted by the Department of Administration when goods/services are not reasonably obtainable elsewhere and the harm of not contracting outweighs public interest in the prohibition
