Expands local authority to impound vehicles used in reckless driving offenses regardless of whether the driver owns the vehicle or has prior reckless driving convictions

Allows local ordinances to authorize holding impounded vehicles until all outstanding fines and forfeitures owed by the vehicle's owner are fully paid, plus towing and storage costs

Requires law enforcement officers to check whether an impounded vehicle has been reported stolen and attempt to contact the owner if so

Stolen vehicles must be returned to their owners without any fees or charges

Unclaimed stolen vehicles may be disposed of after 60 days; other unclaimed impounded vehicles may be disposed of after 90 days following the same procedures as abandoned vehicles
