Creates a penalty enhancer that increases crime classifications by one level when offenses are committed by agents of foreign governments or terrorist organizations to harass, intimidate, silence, or punish dissidents, exiles, activists, journalists, political opponents, or members of religious, ethnic, or political minority groups due to their political views (transnational repression)

Establishes a new Class E felony for intentionally enforcing foreign laws or rules without federal or Wisconsin law enforcement approval, including prevention, detection, investigation, monitoring, surveillance, or prosecution of offenses under foreign law

Imposes mandatory minimum sentencing of at least 3 years prison confinement and a minimum $10,000 fine for convictions of illegally enforcing foreign laws

Requires the Department of Justice to develop law enforcement training programs on identifying and responding to transnational repression, maintain a list of countries and terrorist organizations that perpetrate it, and create best practices for local community prevention

Mandates DOJ to create a public awareness campaign and digital reporting portal for suspected transnational repression cases, including outreach to higher education institutions with foreign student populations, and to submit annual reports to the legislature on identified cases
