UW System institutions prohibited from accepting grants or participating in collaboration agreements, academic partnerships, or research partnerships with colleges/universities based in China, Russia, Iran, North Korea, Cuba, Venezuela, or Qatar, or with governments and associated persons/entities from these countries

Board of Regents may approve exceptions for partnerships if deemed valuable to students and not detrimental to U.S. security, but only after receiving a national security risk assessment from a federal law enforcement agency; no exceptions permitted for agreements that constrain institutional freedom or allow foreign control of curriculum

All partnerships with Russia prohibited during the 2025-27 fiscal biennium with no exceptions; partnerships funded in whole or in part by the U.S. Department of Defense cannot involve these designated foreign adversaries under any circumstances

UW System employees and institutions prohibited from soliciting or accepting gifts (including physical objects, loans, favors, or promises of future employment) from designated foreign adversaries, and institutions may not use educational software from prohibited foreign business entities

Violations trigger penalties where the Joint Committee on Finance may transfer twice the monetary value of the violating partnership from UW System's general program operations appropriation; Board of Regents must submit annual reports detailing all foreign partnerships and national security assessments
